Mark J. Hipp
Assistant Director for Training

Mark J. Hipp was named Deputy Assistant Secretary and Assistant Director for Training on Apri 14, 2014.

Under his direction are the Office of Antiterrorism Assistance, the Office of Training and Performance Standards, and the Office of Mobile Security Deployments. The Training Directorate trains Diplomatic Security special agents throughout their careers, prepares executive agency personnel to serve in critical- and high-threat countries, administers antiterrorism training to foreign police, and deploys its own agents for training and special protective missions to primarily high threat overseas posts.

As head of the Training Directorate, Mr. Hipp directs antiterrorism assistance training and delivery of related equipment to security and law-enforcement personnel in partner nations with the goal of deterring and countering terrorism. He is responsible for the formulation and implementation of training programs and policies that promote the professional development of DS personnel.

Mr. Hipp also oversees specialized security training at U.S. diplomatic posts abroad, as well as the deployment of security support personnel to overseas U.S. diplomatic posts during periods of high threat, crisis, or natural disasters.

Prior to this assignment, he served as the Regional Security Officer (RSO) at the U.S. Embassy in London from August 2009 to September 2012 and as the RSO at the U.S. Embassy in Baghdad from June 2008 to June 2009. Mr. Hipp also served as DS Regional Director for Near Eastern Affairs and South Central Asia from March 2006 to June 2008.

He is a career member of the Senior Foreign Service, holding the rank of Minister Counselor. Mr. Hipp joined the Foreign Service in 1986. He has served as Special Agent in the Washington Field Office (1986-87); Assistant Regional Security Officer (ARSO) in Lima, Peru (1987-88); Case Officer in DS' Office of Counterintelligence (1988-89); Special Agent/Team Leader in the Mobile Security Division (1989-92); Special Agent in the Seattle Resident Office (1992-94); ARSO/RSO in Rome, Italy and Tirana Albania, respectively (1994-96); Team Leader in the Mobile Security Division (1996-98); Deputy Chief of the Mobile Security Division (1998-2001); RSO in Lima, Peru (2001-2003); and RSO in Tel Aviv, Israel (2003-2006).

Mr. Hipp has traveled extensively in his career to more than 70 countries, many of them high threat posts. He is the recipient of more than two dozen department awards, including a Presidential Meritorious Service Award and nine Superior Honor Awards.

He received a B.A. and M.A. in Criminal Justice from Washington State University.
