Job Description

GENERAL INFORMATION:

Title of the post: Associate Resettlement Officer

Sector: Durable Solutions, Resettlement

Duration of the assignment: Initial period of 1 year

SUPERVISION:

Title and name of Supervisor: Pablo Zapata, Resettlement Officer

Title of other international staff members in same duty station: Representative, Deputy Representative, Senior Protection Officer

Content and methodology of the supervision: The supervisor will be responsible for providing guidance in the preparation of Resettlement Referral Documents and reports prepared by the incumbent. The supervisor will ensure that the incumbent is part of the Career Management System, objective setting, performance review, and learning plan. The supervisor will meet regularly with the incumbent to ensure that he or she is able to fulfil his or her objectives and to review progress made thus far. The supervisor will make sure that the incumbent receives any necessary training related to the functioning of the post.

DUTIES AND RESPONSIBILITIES:

The major tasks/responsibilities are:

  1. Identify and interview refugees following established procedures to assess resettlement needs and process suitable candidates for resettlement.
  1. Assist in the identification and processing of group resettlement.
  1. Prepare written documentation for resettlement submission, and take appropriate decisions as required by UNHCR’s Standard Operation Procedures.
  1. Implement resettlement policies, strategies, and standard operating procedures to maintain a coherent, credible, and transparent resettlement program.
  1. Provide counseling and advice to refugees concerning criteria, prospects, and problems in connection with the resettlement process.
  1. Supervise and ensure the maintenance of accurate resettlement statistics in order to assess local and regional trends with a view to keep Headquarters and relevant embassies informed of developments.
  1. Assist in the dissemination of resettlement policy issues among refugees, partners, and Government authorities.
  1. Prepare situation reports and compile correct monthly resettlement reports to supervisors and UNHCR Headquarters.
  1. Perform other duties as required.

ACCOUNTABILITY (key results that will be achieved)

  • Preparation of one resettlement case per week. Undertaking of three interviews of cases referred to the Resettlement Unit.
  • Review of two resettlement cases prepared by resettlement caseworkers, per week.
  • Review of four resettlement interviews conducted by resettlement caseworkers, per week.

AUTHORITY (decisions made executing responsibilities and to achieve results)

  • Approval of cases for resettlement submission, within the framework of the resettlement standard operating procedures.
  • Approval of cases for resettlement processing, within the framework of the resettlement standard operating procedures.

QUALIFICATIONS AND EXPERIENCE:

Qualifications: University Degree in Law (Public International Law) Political Sciences, or International Affairs.

Experience: Bachelor degree and minimum 4 years work experience or Master degree and minimum 2 years of work experience. Knowledge in international refugee law and relevant experience in this field.

Skills: Excellent level of English and Spanish essential. Computer skills in power point, acrobat and desktop publishing an advantage. Ability to work in multi-cultural organization and under tight time-constraints and pressure.

Through the analysis, processing and submission of resettlement cases, the JPO will strengthen his/her skills in refugee status determination (pre-requisite for resettlement submission), becoming knowledgeable not only on UNHCR’s doctrine, but also in the jurisprudence and administrative practice of the 12 countries to which UNHCR Ecuador submits resettlement cases.

Through the processing of resettlement cases, the JPO will learn all aspects related to case management, including security risks for the beneficiaries, as well as those related with the vulnerability of the cases (gender, age and diversity issues).

By supervising the work of junior caseworkers, the JPO will learn managerial and performance management skills.

Through the writing of periodic reports, the JPO will strengthen his/her analytical and writing skills.

BACKGROUND INFORMATION:

Since 2003, UNHCR resettles Colombian refugees from Ecuador. Until 2011, 6,972 refugees have been submitted for resettlement, and 3,714 of them have effectively traveled.

UNHCR resettles refugees with physical protection needs in Ecuador (mainly those who are also persecuted in Ecuador by Colombian irregular armed groups), survivors of violence and/or torture, women at risk and refugees without foreseeable alternative durable solutions, and who do not have effective access to the rights granted in the Constitution and laws. Therefore, the Resettlement Unit manages security cases and those with particular vulnerabilities. It is important that the incumbent is able to manage the stress derived from managing cases with security risks and of persons who have suffered very severe violence.

As from July 2011, resettlement of Colombian refugees is one of the seven priority UNHCR resettlement operations worldwide, because of the complexities involved in the resettlement of this particular caseload, and as a way to use strategically the resettlement of refugees as a way to strengthen the local protection framework. This has brought an increase of slots available to resettle refugees from Ecuador, and a raise of expectations both by resettlement countries and the Ecuadorian authorities, to sharply increase the resettlement operation.

This increase requires additional resources, both for processing cases, but also to manage the resettlement program. It is expected that the JPO will be able to decisively contribute in both areas of work.
