Laura Kirkconnell is Director of the Office of Economic Policy Analysis and Public Diplomacy (EPPD) in the Bureau of Economic and Business Affairs (EB). She leads a team that shapes and galvanizes EB’s public diplomacy outreach, manages Washington’s relations with the U.S. Mission to the OECD, and provides analysis on key economic issues to the Under Secretary and Assistant Secretary for Economic Affairs. A member of the Senior Foreign Service, Ms. Kirkconnell comes to EPPD from our Embassy in Stockholm, Sweden where she served for two years as Counselor for Economic and Environmental/Science/Technology Affairs, and one year as Acting Deputy Chief of Mission (2009-2012).

From 2006-2008, Ms. Kirkconnell served as Acting Minister Counselor for Economic Affairs at our Embassy in Mexico City. From 2004-2006, she served as Senior Advisor for Regional Economic Assistance to Southeast Europe for the Bureau of European Affairs. During this time, she was also Senior U.S. Representative to the Stability Pact, a multilateral initiative to promote reform in Southeast Europe. While on detail to the Defense Department in 2002-2004, Ms. Kirkconnell served as Acting Deputy Director for the Special Operations and Low Intensity Conflict Office of Special Operations and Combating Terrorism Policy.

Previously, Ms. Kirkconnell served as Deputy Chief of Mission for our Embassy in Skopje, Macedonia (1999-2001). At the Embassy in Yerevan, Armenia (1996-98), she headed the Management/Human Resources/Budget and Finance Section. In Rangoon, Burma (1993-1995), Ms. Kirkconnell headed the Embassy’s Economic/Commercial Section. Her previous tour in EB was as an international negotiator for the Coordinating Committee on Export Controls (1989-91). In Bogota, Colombia (1987-89), she served s the Embassy’s trade and civil aviation officer. Her first Embassy tour was in Quito, Ecuador, where she served as a Vice Consul (1985) and Economic Officer (1986).

Ms. Kirkconnell graduated from Cornell University in 1982 with honors in History, and earned a Masters of Science in Foreign Service with distinction from Georgetown University in 1984. In 2002, she graduated with distinction from the National War College with a Masters degree in National Security Strategy.

Ms. Kirkconnell has earned the Secretary of State’s Superior Honor Award five times, and awards from the National War College for her work on the Student Task Force for Combating Terrorism, and for writing.
