The United States welcomes the AU Peace and Security Council (AUPSC) Communiqué of October 24 and commends the African Union for its leadership in working to resolve the crisis between Sudan and South Sudan. The September 21 proposal of the AU High Level Implementation Panel (AUHIP) on the final status of Abyei represents the best way forward to end this long-running dispute, and the United States welcomes the AUPSC’s endorsement of this proposal. The United States encourages both parties to completely implement the Agreement on Temporary Arrangements for Abyei and all of the September 27 agreements, most urgently the convening of the Joint Political and Security Mechanism, which is crucial to ensuring security.

The United States shares the AUPSC concern about deteriorating humanitarian conditions in Southern Kordofan and Blue Nile states and welcomes the AUPSC’s call for immediate humanitarian access so that urgently needed assistance can be delivered to populations in need.

Furthermore, the United States fully supports the AUPSC call for the Government of Sudan and the Sudan People’s Liberation Movement-North to immediately begin direct talks on the basis of the June 28, 2012 Framework Agreement. We urge the parties to immediately agree on a cessation of hostilities.

The United States welcomes the extension of the AUHIP mandate in order to resolve these outstanding issues and the decisive action of the AUPSC on this matter.
