U.S. support to the Organization for Security and Cooperation in Europe (OSCE) enabled a range of conflict prevention and democratization initiatives. Results included incremental progress on the status of the region of Transnistria in Moldova. The Community Security Initiative helped address ethnic tensions in Southern Kyrgyzstan by positioning international police advisors on the ground to act as resources to the local community and police authorities. - The NATO-Russia Council (NRC) Counternarcotics (CN) Training Project for Afghan, Central Asian, and Pakistani personnel continued to deliver high-quality, professional CN training to mid-level officers, complementing existing regional and international CN training initiatives. The project involves two to three week courses of instruction aimed at mid-level officers and officials with direct responsibility for CN and related issues. As of September 2011, 79 training courses had been conducted and 1,727 officers have received training.
- The trafficking in persons program of the International Center for Migration Policy Development (ICMPD) rolled out transnational referral mechanisms and guidelines to provide comprehensive and appropriate victims’ assistance in FY 2011.

The Eurasia Regional Program published three indices in FY 2011, including Nations in Transit (NIT), the Media Sustainability Index (MSI), and the Non-Governmental Organization Sustainability Index (NGOSI).
