Foreign Operations Assistance Fact Sheet, April 2012 *

EURASIA REGIONAL

United States Government (USG) Eurasia regional assistance programs promote regional security and economic cooperation, measure regional progress in democracy and governance, invest in the improved health, welfare and education of the most vulnerable, and address humanitarian needs.

Recent Successes by Areas of Focus:

Peace & Security

• U.S. support to the Organization for Security and Cooperation in Europe (OSCE) enabled a range of conflict prevention and democratization initiatives. Results included incremental progress on the status of the region of Transnistria in Moldova. The Community Security Initiative helped address ethnic tensions in Southern Kyrgyzstan by positioning international police advisors on the ground to act as resources to the local community and police authorities.
• The NATO-Russia Council (NRC) Counternarcotics (CN) Training Project for Afghan, Central Asian, and Pakistani personnel continued to deliver high-quality, professional CN training to mid-level officers, complementing existing regional and international CN training initiatives. The project involves two to three week courses of instruction aimed at mid-level officers and officials with direct responsibility for CN and related issues. As of September 2011, 79 training courses had been conducted and 1,727 officers have received training.
• The trafficking in persons program of the International Center for Migration Policy Development (ICMPD) rolled out transnational referral mechanisms and guidelines to provide comprehensive and appropriate victims’ assistance in FY 2011.

  The Eurasia Regional Program published three indices in FY 2011, including Nations in Transit (NIT), the Media Sustainability Index (MSI), and the Non-Governmental Organization Sustainability Index (NGOSI). These unparalleled sources for information on overall democracy, media, and NGO trends in the Europe and Eurasia region assist donors and governments in assessing priorities, measuring potential broad impacts of programs, monitoring country progress, and making funding decisions.

Economic Growth

• Key achievements resulting from the Partners for Financial Stability (PFS) project in FY 2011 included the preparation of four technical briefs addressing the impact on regional financial systems of the global financial crisis and other vulnerabilities, as well as capital markets in the region. In FY 2011, the PFS project trained 66 financial sector supervisors, established five financial sector training and/or certification programs, trained 39 financial sector professionals on international standards, and introduced three material improvements that reduced market risks in financial infrastructure institutions. PFS has achieved a three-to-one ratio of cost-sharing from local partners.

  The Eurasia Region is being made more competitive, spurring economic growth and creating jobs through the delivery of new skills to entrepreneurs through entrepreneurship centers and management training, the encouragement of trade and economic integration, the expansion of technical knowledge through more than 100 regional networking events, the sponsorship of technical training for a couple of hundred IT companies, and the support of feasibility studies for Microsoft Innovation Centers.
• FY 2011 achievements in energy include the advancement of regional transmission planning and energy security through the development of an optimal power flow model, the adoption of transparent regulations for public hearings and consultations on energy matters, and steady progress on developing a market monitoring system for the Energy Community. In FY 2011, USG programs trained 326 individuals in various energy areas and leveraged $16 million for energy infrastructure projects. A key near-term achievement is expected to be the completion of the first Shale Gas Regulatory and Environmental Assessment in the region (Ukraine).

Humanitarian Assistance

• The Humanitarian Transport program processed and donated more than $17 million in surplus medical equipment, supplies and disaster relief items to needy recipients in the Former Soviet Union, earning substantial goodwill by ensuring effective use of items that would otherwise have been discarded or destroyed.
