Funding:

  • FY 2010 - $1,132,031 (INCLE)

INCLE: International Narcotics Control and Law Enforcement Funds

Program Goals:

The INL objective in Chad is to contribute to the protection of civilians; promote human rights and the rule of law; and promote regional peace.

Program Components/Accomplishments:

Humanitarian Security: In order to avoid a security vacuum in 2011 after the closure of the United Nations Mission in Central African Republic and Chad (MINURCAT), INL along with other U.S. and international donors provided funding to a Joint Program of the United Nations Development Program and the Office of the United Nations High Commissioner for Refugees to support the continued operation of the Détachement Intégré de Sécurité (DIS) and its civilian governing body, the Coordination Nationale de Soutien aux Activités Humanitaires et du DIS (CONSAHDIS). The Government of Chad with the support of MINURCAT created the DIS to assist with the provision of security for humanitarian aid workers, refugees, and internally displaced persons (IDPs) in eastern Chad. DIS and CONSAHDIS remain critical to the provision of security along the humanitarian routes and at refugee camps and IDP sites in eastern Chad.
