Previously, as a Senior Consultant at Booz Allen Hamilton, Rachel worked on energy security, terrorism, homeland security, and trade and security issues. As a consultant at CSIS, she has written on citizen preparedness for bioterrorism.

Rachel’s passion lies in issues at the interstices of national security, human security, and development. She has consulted for the World Bank, government agencies, and private organizations on building the rule of law in weak states, work that she continues as a non-resident Associate of the Carnegie Endowment. She has worked in human rights and economic development in India, Israel, Eastern Europe, and has served as an elections monitor in Pakistan and Bangladesh.

Named one of the “Top 40 Under 40” Rising Political Leaders by Time Magazine in 2010, Rachel appears regularly on national radio and television, from the Sean Hannity Show to the Montel Williams Show. Her commentary has been published in newspapers and journals, including the New York Times, the Washington Post, the Los Angeles Times, the Wall Street Journal and elsewhere in the United States, Europe, and the Middle East. Rachel has also served as a regular blogger for National Journal’s Security Experts blog, and the New York Times during the 2008 campaign. Her writings have appeared in multiple books, including: Promoting the Rule of Law (2005); With All Our Might (2006); The Future of Human Rights (2008); Relocating the Rule of Law (2009); and Promoting Democracy and the Rule of Law: American and European Strategies (2009).

A Rhodes Scholar and Truman Scholar, Rachel has served on the Rhodes Selection Committee and on the Board of Trustees for the Blue Fund, a mutual fund. She received her B.A. from Yale University and her M. Phil and D. Phil in International Relations from St. Antony's College, Oxford. Rachel was born and raised in a log house on a dirt road in her beloved Fairbanks, Alaska.
