Question: Has the Rewards for Justice program ever removed anyone from its list? If so, who and why?

Answer: Yes, the Rewards for Justice (RFJ) program has removed various suspects from its list over the years, including Baitullah Mehsud in 2009; Bali bomber Dulmatin in 2010; and Usama bin Ladin and Fazul Abdullah Mohammed in 2011.
