On May 17, 2011, Secretary of State Hillary Rodham Clinton and European Union High Representative for Foreign Affairs and Security Policy Catherine Ashton signed the Framework Agreement between the United States and the European Union on the Participation of the United States in European Union Crisis Management Operations.

This Agreement provides a legal framework for United States civilians to participate in European Union crisis management missions. The United States previously negotiated an agreement for our participation in the EU’s Rule of Law mission (EULEX) in Kosovo and an ad hoc arrangement for our participation in the EU’s Security Sector Reform mission (EUSEC) in the Democratic Republic of the Congo. This Agreement eliminates the need to negotiate entirely new, separate agreements for our future participation in EU missions.

This Agreement is one facet of the broad partnership between the United States and the European Union and strengthens our practical, on-the-ground coordination in crisis situations.
