Ms. Carmen G. Cantor is the Deputy Director of the Office of Recruitment, Examination & Employment (REE) at the U.S. Department of State. REE has over 120 Foreign Service, Civil Service, student and contractor employees in four divisions: Student Programs; Recruitment & Outreach; the Board of Examiners and the Office of the Registrar. Recently, REE organized and implemented the largest expansion of recruitment, assessment and hiring in State Department history.

Before rejoining the State Department, Ms. Cantor worked as the Director of the Foreign Agricultural Service’s Office of Civil Rights and Director of the Office of Equal Employment Opportunity of the U.S. Federal Maritime Commission in Washington, DC. Her 20-year federal career includes working in different capacities in the Office of Civil Rights and in the Bureau of Human Resources at the U.S. Department of State; and at the U.S. Postal Service in Washington, DC; Orlando, Florida; and San Juan, Puerto Rico.

Ms. Cantor received an M.A. in labor relations from the Inter American University of Puerto Rico, and a B.A. in sociology from the University of Puerto Rico, Mayaguez Campus. She has attended executive courses at Harvard University’s Kennedy School of Government; Cornell University; the Center for Creative Leadership, and others. She is also an alumna of the National Hispana Leadership Institute, a four-week intensive leadership training program that spans nine months and is implemented in four cities.
