Question: Was diplomatic notification of the arrest of a Russian pilot delivered to Russian authorities before or after the Russian foreign ministry issued a statement that accused the U.S. Government of kidnapping the pilot from Liberia?

Answer: Mr. Yaroshenko was arraigned in New York on June 1. When consular notification was attempted on June 2, the notification was inadvertently misdirected. Consular access was achieved on June 8 when Russia conducted a visit with Mr. Yaroshenko. The diplomatic note explaining the Yaroshenko case and expressing regret for the inadvertent delay in consular notification was transmitted to Russian Embassy officials on June 28, and U.S. and Russian officials in Washington and Moscow have discussed the situation in detail on other occasions. The Russian Foreign Ministry statement was posted on the Russian Foreign Ministry website on July 21.
