Foreign Operations Appropriated Assistance

FY 2009: $35.98M ($25.23M AEECA, $10.75M Other)

Assistance Goals: United States (U.S.) assistance to Tajikistan encourages economic growth, strengthens the health and education systems and develops democratic processes. U.S assistance also builds Tajikistan’s law enforcement and border control capacity. The U.S. Government (USG) supports a Tajikistan that is secure in its own borders, committed to economic and political reforms and able to provide for the well-being of its citizens.

Areas of Focus (Foreign Operations Appropriated Assistance):

Peace and Security (PS): FY 2008: $10.40M; FY 2009: $9.40M

• Improve border management by building the capabilities of the border guards
• Increase the capacity of Tajikistan’s armed forces to detect and deter terrorism and encourage cooperation with U.S. armed forces
• Support Tajikistan’s demining efforts
• Increase drug interdiction and demand reduction efforts and combat other forms of transnational crime including trafficking in persons and financial crimes
  

Governing Justly and Democratically (GJD): FY 2008: $6.53M; FY 2009: 5.90M

• Increase citizens’ access to objective information
• Enhance local governments’ accountability and responsiveness by improving mechanisms for active citizen participation and effective service delivery
• Support legal reform, increase the professionalism and performance of defense attorneys, and introduce legal professionals and civil society to alternative systems
  

Investing in People (IIP): FY 2008: $5.18M; FY 2009: $6.39M

• Expand access to quality health care by improving financing and delivery
• Improve education through the training of teachers and the implementation of more efficient education finance methodologies
• Decrease the rate of tuberculosis and combat the spread of HIV/AIDS
  

Economic Growth (EG): FY 2008: $7.63M; FY 2009: $7.42M

• Improve governmental fiscal management capacity and transparency
• Improve economic competitiveness and encourage cross-border trade and transit
• Strengthen the financial sector through bank supervision and risk management
• Increase energy industry efficiency and build generation and transmission capacity
• Increase the profitability of the agriculture sector through improved water management, building market value chains and reforming land legislation
  

Humanitarian Assistance (HA): FY 2008: $1.02M; FY 2009: $6.89M

• Improve living conditions of the most vulnerable populations by providing food, clothing, and medical care
• Improve residential schools and institutions through the repair of water, sewage and heating systems and providing small reconstruction project grants
• Facilitate rapid disaster responses by staging pre-packaged supplies
  

Recent Successes:

• Distributed over $38.5 million of humanitarian aid to vulnerable populations including the elderly, orphaned children, and t he disabled. Aid included blankets, food, clothing, medicine, medicinal supplies, and non-medical assistance.
• Sponsored roundtable discussions on the draft Criminal Procedure Code (CPC) for members of parliament, judges, advocates, NGOs, and professors, passed in Parliament in November 2009
• Enabled Tajikistan to attend a World Trade Organization (WTO) accession Working Party meeting in September 2009 for the first time in three years
