Assistance Goals: The overall goal for United States assistance to Kosovo is to strengthen the country’s nascent institutions and its multi-ethnic democracy, further contributing to regional stability. Assistance priorities include supporting U.S. participation in the European Security and Defense Policy mission (EULEX) and other activities promoting the rule of law, ensuring the development of a democratic and multi-ethnic society, promoting economic development, and supporting Kosovo’s progress toward Euro-Atlantic integration.

Areas of Focus (Foreign Operations Appropriated Assistance):
Peace and Security (PS): FY2008: $53.5M; FY2009 Estimate: $40.9M; FY2010 Request: $45.3M

• Advance rule of law and basic security for citizens, mitigate ethnic conflict and build confidence in government institutions;
• Monitor trends that could lead to conflict, facilitate reconciliation and increase informed discussion of the role of minorities in planning for Kosovo’s future;
• Provide technical assistance to basic police services; border security; forensics; police administration management and leadership; training and criminal justice coordination.

Governing Justly and Democratically (GJD): FY2008: $31.9M; FY2009 Estimate: $24.8M; FY2010 Request: $23.8M

• Build the capacity and efficiency of the Ministry of Justice;
• Ensure a stable, inclusive, democratic society with participation of all ethnic communities;
• Establish professional, independent media serving all of Kosovo’s communities.

Investing in People (IIP): FY2008: $16.6M; FY2009 Estimate: $2.8M; FY 2010 Request: $6.8M

• Establish quality prenatal services in primary care as well as introduce improvements in obstetric and neonatal care;
• Support higher education to improve the quality of the workforce.

Economic Growth (EG): FY2008: $43.5M; FY2009 Estimate: $54.6M; FY2010 Request: $28.9M

• Improve the Kosovo Energy Corporation’s billing procedures and internal accounting practices;
• Establish a legal and regulatory environment conducive to investment and the growth of a competitive private sector capable of creating employment;
• Help Kosovo meet its debt burden as the Government implements sustainable fiscal policies.

Humanitarian Assistance (HA): FY2008: $1.5M; FY2009 Estimate: $0.6M; FY2010 Request: $0.5M

• Provide assistance to minority communities and support efforts to build homes for displaced Roma and other returnees.

Recent Successes:

• Provided small-scale support to over 7,000 private businesses to help them reach sustainability, helping in the issuance of over 1,000 loans worth approximately $50 million and created over 10,000 jobs.
• Helped the Ministry of Education to begin improvement and expansion of school facilities to create better learning conditions for students.
