Assistance Goals: United States Government (USG) assistance to Albania seeks to reinforce the country’s strong security partnership with the U.S. The USG provides the country with the necessary tools to mitigate corruption, promote economic growth, improve public health and enhance workforce skills.

Areas of Focus (Foreign Operations Appropriated Assistance):
Peace and Security (PS): FY2008: $9.7M, FY2009 Estimate: $8.0M, FY2010 Request: $13.3M

• Building on Albania’s NATO membership, support its goal to complete its integration into Euro-Atlantic institutions;
• Modernize Albania’s armed forces to become interoperable with NATO;
• Improve the organization and professionalism of Albania’s law enforcement specifically in combating transnational crime and trafficking in persons.

Governing Justly and Democratically (GJD): FY2008: $5.9M, FY2009 Estimate: $6.7M, FY2010 Request: $8.5M

• Strengthen Albania’s audit and oversight institutions to detect and deter corrupt practices;
• Improve civil society participation at local level;
• Build a transparent judiciary that effectively combats organized crime and corruption.

Investing in People (IIP): FY2008: $2.7M, FY2009 Estimate: $2.5M, FY2010 Request: $2.5M

• Reform health systems to improve primary and reproductive health care;
• Promote high quality health care, including for the most vulnerable segments of the population.

Economic Growth (EG): FY2008: $5.1M, FY2009 Estimate: $5.8M. FY2010 Request: $8.8M

• Support practices that promote sustainable economic growth;
• Improve the competitiveness and productivity of Albania’s private sector;
• Build Albania’s trade capacity and encourage foreign and domestic investment;
• Improve access to reliable energy markets to encourage economic growth.

Recent Successes:

• Supported the High Inspectorate for Declaration and Audit of Assets (HIDAA), the audit agency that enforces accountability and transparency in government. HIDAA played a key role in the dismissal of over 100 officials due to corrupt practices;
• USG assistance helped to establish continuing medical education for physicians and nurses. Coverage by the network of trained community health educators rose to 76 percent of health facilities;
• USG funds provided technical assistance and training to Albania’s private sector, helping Albanian firms to increase their market share in Albania, the region, and the European Union;
• The “Understanding Civic and Faith-Based Education in Albania” project, partially funded by the USG, has reached over 4,000 students and 35 teachers, to increase understanding and tolerance from a religious and civic base.
