PROGRAM
The Master Plan requires a minimum of 1,250 acres of developable land, not including setback requirements, to accommodate the following program functions:

Infrastructure

• Power, Water, Waste
• Buildings and Grounds
• Telecommunications

Operations

• Physical | Cyber Security
• Mobile Security Deployments
• Secure Communications
• Defensive Equipment and Armored Vehicle Operations

The National Environmental Policy Act (NEPA) and The National Historic Preservation Act (NHPA)

• Both the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA) require public participation in the decision-making process.
• The National Environmental Policy Act (NEPA) requires that federal agencies consider the environmental impacts of proposed projects or actions prior to taking any significant action.
• GSA will prepare an Environmental Assessment (EA) in order to comply with the requirement of NEPA. The EA will analyze the impacts of the proposed action on the natural, social, and cultural environments.
• The goal of Section 106 of the National Historic Preservation Act (NHPA) is to identify historic properties that may be affected by the undertaking, assess the effects of the undertaking on these historic properties, and seek ways to avoid, minimize, or mitigate any adverse effects.
