Standards Dialogue - The USDOC-EC Standards dialogue provides an overarching framework to discuss and monitor progress on a range of bilateral standards collaborations. Focus areas include taking stock of developments in sector-specific dialogues; exchanging information on standardization policy issues; and addressing common concerns about standards issues in third countries, such as China. Several meetings of the DOC-EC Standards Dialogue have been held, both via DVC and face-to-face. These meetings have focused on U.S. and EU standardization policies and their implementation, as well as a frank exchange of views on similarities and differences in the U.S. and EC approach to use of standards in support of regulation and procurement, the role of standards in innovation and access to standardization, particularly for SMEs. A face to face meeting was held on October 26, 2009, in Washington, D.C., in conjunction with the HLRCF and TEC meetings; a meeting via DVC was held on December 3, 2009.
Report: Standards in Regulations – At the October 2008 High Level Regulatory Forum (HLRCF), the December 2008 TEC, and the July and October 2009 HLRCF, EU and U.S. officials (including representatives from the National Institute of Standards and Technology (NIST) and National Highway and Traffic Safety Admin (NHTSA) discussed our respective approaches to the use of standards in regulation. Subsequently, the TEC asked the Forum to conduct a study outlining the broad legal and institutional framework of U.S. and EU approaches. NIST and DG ENT developed the requested report, which was tabled at the October 2009 HLRCF. Both sides have agreed in October 2009 to consider priority areas in standards and conformity assessment for future work and to discuss further how to involve stakeholders more closely in the activities of the dialogue.
Report: Standards in Regulations - The report of findings and conclusions was presented at the Fall, 2009 HLRCF and TEC meetings.
The Commission discussed its White Paper on ICT Standardization at the October 14, 2009 conference in Brussels, with a final version due early 2010. The Department of Commerce/NIST produced a report on the use of voluntary standards in support of regulation. The U.S. and EU reports were exchanged and presented at the Fall, 2009 HLRCF.
Standards Dialogue - The next meeting of the Standards Dialogue is scheduled to take place in Madrid, Spain on February 25, 2010, in conjunction with the next meeting of ANSI and European Standards Organization leaders.
