Notice to the Press
Office of the Spokeman
Washington, DC
September 20, 2009

Secretary of State Hillary Rodham Clinton will deliver remarks at the opening session of the Inter-American Social Protection Network (IASPN) launch in New York, NY, on September 22, 2009 at 8:00 a.m.

Organization of American States Secretary General José Miguel Insulza, Inter-American Development Bank President Luis Alberto Moreno, Mayor of New York City Michael Bloomberg, and President of Chile Michelle Bachelet will also give remarks at the opening session of the conference. President of Colombia Álvaro Uribe and Under Secretary of State for Democracy and Global Affairs María Otero will speak later in the day. The full program is attached.

The IASPN, endorsed by Heads of Government at the Fifth Summit of the Americas in April 2009, will facilitate the exchange of best practices in social protection, such as lessons learned from innovative conditional cash transfer (CCT) programs in a number of Latin American Countries, particularly Brazil (Bolsa Familia), Chile (Chile Solidario), Colombia (Familias en Acción) and Mexico (Oportunidades). Chile is working with several CARICOM nations on social protection programs, and New York City adapted their program (Opportunity NYC) from the Mexican model.

The event will be held at the Westin New York at Times Square (Gershwin Ballroom), 270 West 43rd Street, New York, NY, and is open to the press.

Logistics for press coverage of the opening session are as follows:

Camera space is limited and will be provided on a first-come, first-served basis.

Final access time for still photographers and writers is 7:00 a.m.

All members of the press are encouraged to pre-register with the OAS.
