We congratulate Mr. Jose Manuel Barroso on his election to his second term as president of the European Commission. We have had a very constructive relationship with Mr. Barroso during his first term, and we look forward to working with him during his second term to further strengthen the ties of cooperation and commerce between the United States and the European Union.
