U.S. Department of State Designation of North Korean Nuclear and Missile Entities
GBAE oversees the DPRK nuclear program and manages operations at the Yongbyon Nuclear Research Center.
Korea Tangun Trading Corporation is subordinate to North Korea’s Second Academy of Natural Sciences and is primarily responsible for the procurement of commodities and technologies to support North Korea’s defense research and development programs and procurement, including materials that are controlled under the Missile Technology Control Regime (MTCR) or the Australia Group.
North Korea’s April 5, 2009 launch of a Taepo Dong-2 (TD-2) missile and May 25, 2009 nuclear test demonstrate a need for continued vigilance with respect to North Korea’s activities of proliferation concern. These designations continue U.S. efforts to prevent North Korean entities of proliferation concern from accessing financial and commercial markets that could aid the regime’s efforts to develop nuclear weapons and the missiles capable of delivering them. The designations are also consistent with the asset freeze requirement of UNSCR 1718 and UNSCR 1874’s call for an end to the provision of financial services to North Korea that could contribute to its nuclear, ballistic missile or other WMD related programs or activities.
E.O. 13382 is an authority aimed at freezing the assets of proliferators of weapons of mass destruction and their supporters, and at isolating them from the U.S. financial and commercial systems. As a result of today’s action, any assets of the entities designated today that are within U.S. jurisdiction must be frozen. Additionally, U.S. persons are prohibited from conducting any transactions with these entities.
