Notice to the Press

Patrick F. Kennedy, Under Secretary of State for Management for the U.S. Department of State, and Li Jinzhang, Vice Foreign Minister of Foreign Affairs for the People’s Republic of China, will sign a Conditions of Construction Agreement (COCA) and give brief remarks in the Treaty Room at the State Department at 11:30 am on Thursday, August 20, 2009.

The COCA will apply to new construction, expansion, renovation, and demolition undertaken by the United States and China of all or parts of their respective embassies, consulates and other diplomatic facilities. The agreement encompasses both embassies in Washington, D.C., and Beijing: the Chinese Mission to the United Nations and the five existing consulates in each country. U.S. Department of State and Chinese officials have been working on the provisions of the agreement for over two years.

Media representatives may attend this event upon presentation of one of the following: (1) A U.S. Government-issued identification card (Department of State, White House, Congress, Department of Defense or Foreign Press Center), (2) a media-issued photo identification card, or (3) a letter from their employer on letterhead verifying their employment as a journalist, accompanied by an official photo identification card (driver’s license, passport).
