Discussion questions regarding possible reform of the UPU

1. Is there scope for further reform of the UPU at this stage?

2. Geneva UPU Congress Resolution instructed the Council of Administration to conduct a study on the impact of “new market players” in the postal sector on the Union and its mission and activities. How do Advisory Committee see recent developments in the postal and delivery service markets, and how may these developments impact the structure of the UPU?

3. What are the strengths and weaknesses of the various organizations – local, national or international – in which Advisory Committee members have participated in their careers? What lessons could be drawn from the experience of Advisory Committees in these organizations – both commercial and political – that may apply to an intergovernmental organization such as the UPU?

4. A “High Level Group” formed by the 1999 Beijing UPU Congress studied, and eventually rejected, the ICAO (International Civil Aviation Organization)/IATA (International Air Transport Association) model for the UPU. Should the U.S. Government encourage the UPU revisit and restudy this model in light of developments in worldwide postal markets over the past decade? (Under this model, a UN specialized agency is responsible for the multilateral intergovernmental convention related to the sector, while an international organization outside the UN is responsible for operational matters of interest to the operators active in the sector.)

5. Should the UPU revisit or restudy the organizational model of the International Telecommunication Union (ITU), under which the interests of specialized groups are handled by entities contained within the overall structure of the organization?

6. What value or advantages do the UPU Cooperatives provide to their members and to the UPU as a whole? What is the nature of decision making by the Cooperatives, and how does this decision making differ from that of the UPU Congress and Councils? How do the financing arrangements of the Cooperatives differ from those of the UPU mandatory budget? So far, there are three Cooperatives that apply weighted voting: the Telematics Cooperative, the EMS Cooperative and UPU*Clearing. Should the U.S. Government support strengthening or expansion of such cooperatives within the UPU? Should, for example, the U.S. Government promote the creation of cooperatives for postal financial services, eCommerce, hybrid mail or parcels (even though parcels are covered under the UPU Convention)?
