The Outbrief Program (MQ950) and Special Session (MQ951)

  • Understand the challenges of returning from a high stress environment
  • Learn how to share information with your loved ones to ensure the kind of reunion you want and deserve
  • Identify signs and symptoms of possible psychological reactions, including Post Traumatic Stress Disorder
  • Locate additional resources, if desired
  • Convey to the State Department the full range of difficulties you encountered

Experienced staff from the Mental Health Services and the Transition Center lead the Outbrief Program.

  • Department of State Employees tuition rate: No charge
  • Non-State Employees tuition rate: $115

Who May Attend
Foreign Service and Civil Service employees from the State Department who have spent more than 90 days in Afghanistan, Iraq, Pakistan, Yemen, or Libya are required to attend. Additionally, any State employee serving at any high stress post is highly encouraged to attend. Employees may also participate in the Outbrief Program with the Health Unit at their onward, non-CONUS assignment. Employees of other agencies are welcome to attend.

How to Register

  • Foreign Service employees (State): CDOs and Assignment Officers register for you.
  • Civil Service employees (State): Submit DS-755 to the Office of the Registrar and specify the date of the course.
  • Non-State employees: Call 703-302-7140 to find out about course fees and registration details. Non-State employees must submit an SF-182 to enroll.

High Stress Assignment Outbrief—Special Session (MQ951)
If an employee cannot attend a regularly scheduled MQ950 Outbrief Program, a Special Session (individual meeting) can be arranged.

  • Department of State Employees tuition rate: No charge
  • Non State Employees tuition rate: $290

Who May Attend
Foreign Service and Civil Service employees from the State Department; employees from other non-State agencies.

How to Register
Coordinate individuals' schedules directly through the Transition Center or MHS.

Once all attendees' schedules are confirmed, register for the individual meeting based on the following categories:

  • Foreign Service employees (State): CDO and Assignment Officers register for you.

Where To Meet
